I just got done reading a great blog entry by Carol Marin http://blogs.suntimes.com/marin/2009/03/chicago_parking_meter_rebellio.html It's dated March 21st and she writes about the City of Chicago have privatized their meter operations. She said in turn that rates were raised through the roof. In turn, citizens have refused to feed the meters and are filling clogging side streets giving way to what she refers to as a "rebellion". She makes a great point. Parking meters shouldn't be about revenue but about space management. I've seen this first hand myself while working for a big ten University. Parking should be about facilitating access and not about making tons of money.Parking is about space management. Sure, revenue from meters will pay for themselves and more over time, but getting your customers in and out efficiently generates more money, greater money else where.
